Blue India Party Demands Telangana Government Form High-Level Committee on State Autonomy

The Blue India Party (BIP), a steadfast advocate for federalism, regional empowerment, and inclusive governance, urgently demands that the Telangana Government, led by Chief Minister A. Revanth Reddy, establish a High-Level Committee on State Autonomy. Inspired by Tamil Nadu Chief Minister M.K. Stalin’s landmark announcement on April 16, 2025, to form a similar committee under former Supreme Court Judge Justice Kurian Joseph, BIP calls for Telangana to take decisive action to protect its constitutional rights and strengthen India’s federal framework.

Telangana’s Imperative for Autonomy

Telangana’s statehood, achieved through decades of struggle, embodies the spirit of self-governance and regional pride. Yet, the state faces increasing challenges from centralized Union policies, such as the National Education Policy (NEP) 2020 and the three-language formula, which threaten its linguistic and cultural identity. Fiscal constraints, including inadequate central tax devolution and delays in funding for critical irrigation and infrastructure projects, further limit Telangana’s ability to address its unique needs. The Supreme Court’s April 8, 2025, ruling, which criticized gubernatorial delays in Tamil Nadu and mandated timely bill assent, underscores the urgent need for states to assert their legislative authority.

Tamil Nadu’s committee, comprising Justice Kurian Joseph, retired IAS officer K. Ashok Vardhan Shetty, and economist Professor M. Naganathan, sets a powerful precedent. Tasked with reviewing Centre-State relations and proposing reforms by April 2027, it addresses Union overreach and aims to restore state powers, such as shifting education to the State List. Telangana, with its vibrant economy and progressive governance, must follow suit to safeguard its autonomy and contribute to a balanced federal India.

BIP’s Demand: A High-Level Committee for Telangana

The Blue India Party demands that the Telangana Government immediately constitute a High-Level Committee on State Autonomy, modeled on Tamil Nadu’s initiative, to:

♦️ Review constitutional provisions, laws, and policies governing Centre-State relations.
♦️Advocate for increased tax devolution, state-specific revenue powers, and equitable central funding to support Telangana’s agriculture, IT, and welfare programs.
♦️Propose safeguards against potential gubernatorial overreach, ensuring the Telangana Assembly’s decisions are respected.
♦️Develop state-specific frameworks for education, irrigation, and cultural preservation, countering centralized policies like NEP 2020.
♦️Consult farmers, educators, industry leaders, and civil society to ensure inclusive recommendations.

BIP proposes the committee be led by eminent figures, such as:

Chair: A respected jurist from Telangana, such as a retired judge from the Telangana High Court, with a strong record in constitutional law.
Member: A noted academic with expertise in Telangana’s socio-economic development.
Member: A retired IAS officer with extensive experience in Telangana’s governance.

The committee should aim to deliver an interim report by November 2025 and a final report by April 2027, aligning with Tamil Nadu’s timeline to foster collaboration.

Why Telangana Must Act Now
Telangana’s progress in agriculture, IT, and social welfare demonstrates its potential when empowered to govern itself. However, centralized policies and fiscal limitations hinder its ability to fully realize its vision. The Union’s imposition of uniform frameworks disregards Telangana’s linguistic diversity and agrarian needs, while delays in central support for projects like the Kaleshwaram Lift Irrigation Scheme strain the state’s resources. 

A High-Level Committee would:
♦️Empower Telangana to craft policies tailored to its diverse population.
♦️Strengthen its bargaining power with the Centre, ensuring fair resource allocation.
♦️Honor the statehood movement’s legacy by advancing self-governance.
♦️ Position Telangana as a leader in India’s federalism discourse, alongside Tamil Nadu.

A Call to Chief Minister A. Revanth Reddy

The Blue India Party urges Chief Minister A. Revanth Reddy to act swiftly in constituting this committee, demonstrating Telangana’s commitment to cooperative federalism. We call for bipartisan support from all parties, including the Bharat Rashtra Samithi (BRS) and the Bharatiya Janata Party (BJP), to prioritize Telangana’s interests over political differences. BIP also proposes collaboration with Tamil Nadu’s committee to build a coalition of states advocating for federal reforms, amplifying Telangana’s voice nationally.
