క్యాంపస్ గోడల మధ్య వ్యవస్థీకృత వివక్ష: మనం చూడని 5 చేదు నిజాలు








భారతదేశంలోని ఉన్నత విద్యా సంస్థలు జ్ఞానానికి ప్రతీకలుగా, సమానత్వానికి వేదికలుగా ఉండాలని మనం ఆశిస్తాం. కానీ నేటి వాస్తవం దీనికి పూర్తి భిన్నంగా ఉంది. ఇటీవల 'యునివర్సిటీ గ్రాంట్స్ కమిషన్' (UGC) ప్రవేశపెట్టిన 'ఈక్విటీ' నిబంధనల ఉపసంహరణ మరియు దాని చుట్టూ అగ్రవర్ణ సమూహాలు వ్యక్తం చేసిన అసహనం మన విద్యా వ్యవస్థలోని లోతైన కుల వివక్షను మరోసారి చర్చకు తెచ్చింది. వాస్తవానికి, ఈ నిబంధనలు కేవలం పాలకుల ఇష్టప్రకారం వచ్చినవి కావు. కుల వివక్ష కారణంగా ప్రాణాలు కోల్పోయిన రోహిత్ వేముల, పాయల్ తడ్విల తల్లులు సుప్రీంకోర్టులో చేసిన సుదీర్ఘ పోరాటం ఫలితంగా, క్యాంపస్‌లను సురక్షితంగా మరియు కలుపుగోలుతనంతో (Inclusive) ఉంచాలని అత్యున్నత ధర్మాసనం ఇచ్చిన ఆదేశాల మేరకు ఈ మార్గదర్శకాలు రూపొందాయి. సామాజిక న్యాయ విశ్లేషకుడిగా, మన విద్యా రంగం ఎదుర్కొంటున్న ఈ వ్యవస్థీకృత సంక్షోభం వెనుక ఉన్న 5 చేదు నిజాలను ఇక్కడ విశ్లేషిస్తున్నాను.

1. పెరుగుతున్న విద్యార్థుల ఆత్మహత్యలు - ఒక 'సాంస్థిక వైఫల్యం'

మన క్యాంపస్‌లలో విద్యార్థుల మరణాలు కేవలం వ్యక్తిగత బలహీనతలు కావు, అవి విద్యా సంస్థల 'సాంస్థిక వైఫల్యం' (Institutional Failure). నేషనల్ క్రైమ్ రికార్డ్స్ బ్యూరో (NCRB 2025) గణాంకాల ప్రకారం, 2013 నుండి 2023 మధ్య విద్యార్థుల ఆత్మహత్యలు 65% పెరిగాయి. ఈ సంక్షోభం ముఖ్యంగా రెసిడెన్షియల్ స్కూల్స్‌లో మరియు ఎస్సీ, ఎస్టీ, ఓబీసీ విద్యార్థులలో ఎక్కువగా ఉండటం గమనార్హం.

"కుల వివక్ష అనే విషపూరిత వాతావరణం క్యాంపస్‌లలో ఎంతగా వేళ్లూనుకుందో చెప్పడానికి రోహిత్ వేముల, పాయల్ తడ్విల మరణాలే సాక్ష్యం. ఐఐటి ఢిల్లీ మరియు ముంబై వంటి ప్రతిష్టాత్మక సంస్థలలో కూడా ఇటువంటి ఘటనలు పునరావృతం కావడం మన విద్యా వ్యవస్థ వైఫల్యానికి నిదర్శనం."

2. ఇంటర్వ్యూల పేరుతో 'అకడమిక్ గేట్‌కీపింగ్'

ఉన్నత విద్యలో ప్రవేశాల సమయంలో 'మెరిట్' అనేది వివక్షను దాచిపెట్టే ఒక ముసుగులా మారుతోంది. యూనివర్సిటీ ఆఫ్ హైదరాబాద్ (UoH) లో జరిగిన పీహెచ్‌డీ ప్రవేశాల RTI డేటా 'అకడమిక్ గేట్‌కీపింగ్' ఎలా పనిచేస్తుందో బయటపెట్టింది.

• మెరిట్ తలకిందులు కావడం: ఎలక్ట్రానిక్స్ విభాగంలో ఒక ఓబీసీ అభ్యర్థి రాత పరీక్షలో 70 మార్కులకు గాను 40 సాధించారు. కానీ, ఇంటర్వ్యూలో ఆ అభ్యర్థికి 30కి కేవలం 2 మార్కులు మాత్రమే ఇచ్చి తిరస్కరించారు.

• అన్‌రిజర్వ్‌డ్ ప్రాధాన్యత: అదే సమయంలో, ఒక అన్‌రిజర్వ్‌డ్ (UR) అభ్యర్థి రాత పరీక్షలో 24.5 మార్కులు సాధిస్తే, ఇంటర్వ్యూలో ఏకంగా 25 మార్కులు సాధించారు. రాత పరీక్షలో తక్కువ ప్రతిభ కనబరిచిన వారికి ఇంటర్వ్యూలో అత్యధిక మార్కులు వేసి ఎంపిక చేయడం, అణగారిన వర్గాల విద్యార్థులను ఉద్దేశపూర్వకంగా అడ్డుకోవడం (Gatekeeping) కాదా?

ఇదే పరిస్థితి అప్లైడ్ మ్యాథమెటిక్స్ మరియు పలు ఐఐఎం (IIM)లలో కూడా కనిపిస్తోంది. ఎనిమిది ఐఐఎంలు ఒక్క ఎస్టీ విద్యార్థిని కూడా చేర్చుకోకపోవడం మన వ్యవస్థలోని అప్రకటిత బహిష్కరణకు నిదర్శనం.

3. ఐఐటి మరియు సెంట్రల్ యూనివర్సిటీలలో ఫ్యాకల్టీ 'గ్లాస్ సీలింగ్'

అధ్యాపకుల నియామకాల్లో "సరైన అభ్యర్థులు లేరు" అనే పాత సాకుతో రిజర్వ్‌డ్ పోస్టులను ఖాళీగా ఉంచుతున్నారు.

• IIT ఢిల్లీ గణాంకాలు: మొత్తం 642 బోధనా పోస్టులలో, అసిస్టెంట్ ప్రొఫెసర్ స్థాయిలో కేవలం 20 మంది ఎస్సీలు, 8 మంది ఎస్టీలు మాత్రమే ఉన్నారు. విచారకరమైన విషయం ఏమిటంటే, ఈ మొత్తం సంస్థలో ఎస్టీ కేటగిరీ నుండి కేవలం ఒక్క ప్రొఫెసర్ మరియు ఒక్క అసోసియేట్ ప్రొఫెసర్ మాత్రమే ఉన్నారు. ఇది అట్టడుగు వర్గాలకు ఉన్నత పదవుల్లో ఉన్న 'గ్లాస్ సీలింగ్'ను స్పష్టం చేస్తోంది.

• ఢిల్లీ యూనివర్సిటీ: ఇక్కడ ఓబీసీ (33%), ఈడబ్ల్యూఎస్ (26%) పోస్టుల భర్తీ కూడా దారుణంగా ఉంది. ప్రతిభకు ప్రాతిపదికగా చెప్పుకునే ఈడబ్ల్యూఎస్ (EWS) వంటి కేటగిరీలలో కూడా పోస్టులు ఖాళీగా ఉండటం, వ్యవస్థలోని అసలు లోపాన్ని వేలెత్తి చూపుతోంది.

4. నిబంధనల ఉల్లంఘన - అన్‌రిజర్వ్‌డ్ కోటాలో అదనపు నియామకాలు

రిజర్వ్‌డ్ పోస్టులు ఖాళీగా ఉన్నప్పుడు నిమ్మకు నీరెత్తినట్లు వ్యవహరించే సంస్థలు, అన్‌రిజర్వ్‌డ్ విభాగంలో మాత్రం నిబంధనలకు విరుద్ధంగా నియామకాలు చేస్తున్నాయి. యూనివర్సిటీ ఆఫ్ హైదరాబాద్ (UoH)లో మంజూరైన 225 అన్‌రిజర్వ్‌డ్ పోస్టులకు బదులుగా ఏకంగా 284 మందిని నియమించారు.

అంటే పరిమితి మించి 59 మందిని అదనంగా నియమించుకున్నారు. ఒకవైపు "అర్హత కలిగిన అభ్యర్థులు లేరని" ఎస్సీ/ఎస్టీ పోస్టులను ఖాళీగా ఉంచుతూ, మరోవైపు అన్‌రిజర్వ్‌డ్ పోస్టులను నిబంధనలకు విరుద్ధంగా నింపడం వెనుక ఉన్న వివక్షా పూరిత వ్యూహం స్పష్టంగా కనిపిస్తోంది. ఈ ఉల్లంఘనలపై UGC మరియు విద్యా మంత్రిత్వ శాఖల 'జవాబుదారీతనం లేకపోవడం' (Zero Accountability) అత్యంత ఆందోళనకరం.

5. నిరసనల వెనుక ఉన్న అసలు భయం మరియు న్యాయవ్యవస్థ పాత్ర

UGC ఈక్విటీ నిబంధనలను ఎగువ కులాల సమూహాలు ఎందుకు వ్యతిరేకిస్తున్నాయి? నిజానికి ఈ నిబంధనలు కేవలం కులానికి మాత్రమే పరిమితం కాలేదు; ఇవి లింగ వివక్ష, వైకల్యం, ప్రాంతీయత మరియు ఈడబ్ల్యూఎస్ వంటి అన్ని వర్గాల సమానత్వాన్ని కోరుతున్నాయి. అయినప్పటికీ, దీనిపై వస్తున్న నిరసనలు శతాబ్దాలుగా అనుభవిస్తున్న అధికార క్రమం (Status Quo) దెబ్బతింటుందనే భయంతో పుట్టినవే.

"బోధన, పరిపాలన మరియు విద్యార్థుల సంఖ్యలో అన్నిటా మెజారిటీగా ఉంటూ, వ్యవస్థలోని అన్ని అంగాలను నియంత్రిస్తున్న ఎగువ కులాలు తమకే వివక్ష జరుగుతోందని ఎలా వాదించగలరు? ఇది వారి విశేషాధికారాలను ప్రశ్నిస్తున్న చట్టాలపై చూపిస్తున్న అసహనం మాత్రమే."

దురదృష్టవశాత్తు, సుప్రీంకోర్టు స్వయంగా ఈ సమస్యను గుర్తించినప్పటికీ, నిబంధనలపై స్టే ఇవ్వడం ద్వారా ఈ మార్పును ముందుకు తీసుకెళ్లే 'ధైర్యం' (Courage) ప్రదర్శించలేకపోయింది. వ్యవస్థలోని ఈ 'అవమానకర సంకేతాలు' (Semiotics of humiliation) అణగారిన వర్గాల విద్యార్థులను నిరంతరం వేధిస్తూనే ఉన్నాయి.

ముగింపు

సామాజిక న్యాయం అనేది కేవలం చట్టపరమైన అంశం కాదు, అది ఒక నైతిక బాధ్యత. రాజ్యాంగం కల్పించిన సమాన అవకాశాలను హరించే హక్కు ఏ విద్యా సంస్థకు లేదు. మెరిట్ పేరుతో జరుగుతున్న ఈ అన్యాయం, ప్రతిభావంతులైన వేలాది మంది విద్యార్థుల భవిష్యత్తును అంధకారం చేస్తోంది.

చివరి ప్రశ్న: అడుగడుగునా వివక్షను ప్రదర్శిస్తూ, అణగారిన విద్యార్థుల ఆత్మగౌరవాన్ని దెబ్బతీసే ఇలాంటి వ్యవస్థలో అసలు 'మెరిట్'కు స్థానం ఎక్కడ ఉంది? విద్యా సంస్థలే వివక్షకు వేదికలుగా మారితే, మన దేశ భవిష్యత్తు ఏ తీరానికి చేరుతుంది?

THE DRAVIDIAN PEOPLE OF SOUTH ASIA

Dravidians are the most ancient ethno-linguistic group of South Asia. The migrations of the Indo-Aryans pushed them deeper into the subcontinent. But a few isolated groups still remain to tell the tale.
