Today, wherever you look in Telangana, one demand rings out loud and clear: Do justice to BCs in the budget, release the allocated funds in full, and implement the Kamareddy Declaration. Protests and hunger strikes are being held with these demands. This is no coincidence — it is a reflection of the growing discontent within the BC community.
"A budget is not merely a collection of numbers… it is a political document that mirrors the aspirations of the people."
In truth, a budget is not just a statement of income and expenditure. It is a socio-economic roadmap that reveals which direction a state is heading and whose development it prioritizes. That is why a budget must be viewed not as arithmetic — but as a reflection of justice, priorities, and the will to govern.
A Growing Budget… Shrinking Justice
When the state of Telangana was formed, the slogan "Water, Funds, Appointments" kindled hope among the people. Its deeper meaning was equal distribution of resources, equality of opportunity, and justice for the Bahujan community.
But even after a decade, "funds" has remained an unattainable fruit for BCs.
· Budget in 2014–15: ₹1 lakh crore
· By 2025–26: grown to ₹3 lakh crore
Yet BC welfare spending has not grown in the same proportion. This is not a simple oversight — it is structural injustice.
If numbers grow but justice does not, what is the meaning of that development?
Grand Allocations… Zero Expenditure
Under BRS rule (2014–2023):
· Allocation: ₹44,940 crore
· Actual spending: only ₹26,645 crore
Under Congress rule (last two years):
· Allocation: ₹21,600 crore
· Actual spending: approximately ₹5,000 crore
The Collapse of Corporations — A Blow to Self-Employment
BC Corporations (2014–23):
· Allocated ₹2,642 crore → Released: ₹711 crore
· Last two years: ₹1,363 crore allocated → ₹0 released
MBC Corporations (2017–23):
· ₹4,100 crore allocated → only ₹21 crore spent
· Last two years: ₹810 crore → ₹0 released
BC Caste Federations (2014–23):
· ₹1,994 crore → ₹315.84 crore spent
· Last two years: ₹2,245 crore → ₹0 released
This situation has decimated self-employment opportunities. This is not merely a financial deficit — it is a blow to social justice.
The Problem Is Not Lack of Money… It Is Biased Priorities
The government claims — "Revenue is insufficient."
But what is the reality?
· Money exists for massive irrigation projects
· Money exists for publicity and fanfare
· Money exists for lavish events
But —
· No money for BC self-employment
· No money to release funds to corporations
This means the problem is not a shortage of resources — it is contempt for BCs, an arrogant belief that they are powerless to do anything about it.
Inequality in Farmer Schemes
In schemes like farm loan waivers and Rythu Bharosa, OCs benefit more than BCs.
Telangana has approximately 50 lakh landless BC families. Not a single rupee reaches them through these schemes.
So how are they supposed to get ahead? That is the real question.
Welfare Without Transparency Is Meaningless
Our key demands:
· Release caste-wise data on welfare scheme beneficiaries
· Disclose how much benefit has reached whom
· The government must answer for those figures
Giving more to those who already have more land, and giving zero to the landless poor who depend on their hands for a living — that is not social justice.
The Kamareddy Promise — Failed in Implementation
Pre-election promise:
· ₹20,000 crore every year
· ₹1 lakh crore over five years
Reality:
· Actual spending over the last two years: merely ₹5,000 crore
Additionally, ₹20,000 crore in fee reimbursement arrears remain unpaid — directly impacting the futures of students.
The Upcoming Budget — Another Magic Trick?
Once again, large allocations are likely to be announced. But the people have one question:
"Will the funds actually be released this time? Or will it remain mere number-juggling once again?"
Clear Recommendations to the Government
· Cut down extravagant expenditures
· Curb publicity spending
· Redirect those funds toward BC welfare
· Just as loans are taken for farmer schemes — funds must also be arranged for BC welfare
Our Demands
1. Release 100% of funds allocated to BCs
2. Implement the Jyotiba Phule Sub-Plan
3. Allocate at least ₹50,000 crore to BC Corporations
4. Revive self-employment schemes
5. Release caste-wise beneficiary data
6. Allocate budget to BCs proportional to their population share
Using BCs merely as a vote bank must stop.
If justice is not delivered in the budget — goals like "Telangana Rising 2047" and a "3 Trillion Economy" will become meaningless for BCs.
Economic inequalities have already widened. BCs have been pushed into a position of dependence on government handouts.
It is not the numbers in the budget — but the actual release of funds that will determine their future.
Giving BCs their share in the budget is not a favour — it is their right.
Allocating funds and not releasing them... Making announcements and not implementing them... This is not administrative failure — it is a political pattern of deceiving the people.
The question now is just one — Will BCs be deceived again? Or will they stand united for their rights and change the course of history?
They are not asking for charity — They are claiming their right, their share, their dignity.

బడ్జెట్లో బీసీలకు వాటా లేకపోతే… అది పాలన కాదు, మోసం!
తెలంగాణలో ఈరోజు ఎక్కడ చూసినా ఒకే డిమాండ్ వినిపిస్తోంది.
బడ్జెట్లో బీసీలకు న్యాయం చేయాలి, కేటాయించిన నిధులు పూర్తిగా విడుదల చేయాలి, కామారెడ్డి డిక్లరేషన్ అమలు చేయాలి.
ఈ డిమాండ్లతో ధర్నాలు, నిరాహార దీక్షలు జరుగుతున్నాయి. ఇది యాదృచ్ఛికం కాదు. బీసీ సమాజంలో పెరుగుతున్న అసంతృప్తికి ప్రతిబింబం.
“బడ్జెట్ అంటే కేవలం లెక్కల సమాహారం కాదు… ప్రజల ఆశయాలకు అద్దం పట్టే రాజకీయ పత్రం.”
నిజానికి బడ్జెట్ అనేది ఆదాయ–వ్యయాల పట్టిక మాత్రమే కాదు.
ఒక రాష్ట్రం ఎటు దిశగా పయనిస్తుందో, ఎవరి అభివృద్ధిని ప్రాధాన్యంగా తీసుకుంటుందో చెప్పే సామాజిక–ఆర్థిక దిశానిర్దేశం.
అందుకే బడ్జెట్ను అంకెల గణితం కాదు—న్యాయం, ప్రాధాన్యత, పాలనా సంకల్పానికి ప్రతిబింబంగా చూడాలి.
పెరిగిన బడ్జెట్… తగ్గిన న్యాయం
తెలంగాణ రాష్ట్రం ఏర్పడినప్పుడు “నీళ్లు, నిధులు, నియామకాలు” అనే నినాదం ప్రజల్లో ఆశలు రేపింది.
దాని అంతరార్థం ,వనరుల సమాన పంపిణీ, అవకాశాల్లో సమానత్వం, బహుజనులకు న్యాయం.
కానీ దశాబ్దం గడిచినా “నిధులు” అనే అంశం బీసీలకు అందని ద్రాక్షగానే మిగిలింది.
• 2014–15లో ₹1 లక్ష కోట్ల బడ్జెట్
• 2025–26 నాటికి ₹3 లక్షల కోట్లకు పెరుగుదల
అయితే అదే నిష్పత్తిలో బీసీల అభివృద్ధిపై ఖర్చు పెరగలేదు.
ఇది సాధారణ లోపం కాదు,నిర్మాణాత్మక అన్యాయం.
సంఖ్యలు పెరిగినా… న్యాయం పెరగకపోతే ఆ అభివృద్ధికి అర్థం ఏమిటి?
కేటాయింపులు ఘనంగా… ఖర్చు మాత్రం శూన్యం
2014 నుంచి 2023 వరకు:బి ఆర్ ఎస్ పాలనలో
• కేటాయింపు: ₹44,940 కోట్లు

సమస్య డబ్బుల కొరత కాదు… ప్రాధాన్యతలలో పక్షపాతం
ప్రభుత్వం చెబుతోంది—“రెవెన్యూ సరిపోవడం లేదు” అని.
కానీ వాస్తవం ఏమిటి?
• భారీ ఇరిగేషన్ ప్రాజెక్టులకు డబ్బు ఉంది
• ప్రచార ఆర్భాటం లకు డబ్బు ఉంది
• ఆడంబరాల ఈవెంట్లకు డబ్బు ఉంది
కానీ
• బీసీ స్వయం ఉపాధికి డబ్బు లేదు
• కార్పొరేషన్లకు విడుదలకు డబ్బులు లేవు
అంటే సమస్య వనరుల కొరత కాదు, బీసీ లంటే చిన్న చూపు .వారు ఏమీ చేయలేరనే అహంకార భావన.
రైతు పథకాలలో అసమానత
రైతు రుణమాఫీ, రైతు భరోసా వంటి పథకాలలో
బీసీల కంటే ఓసీలకే ఎక్కువ లబ్ధి అందుతోంది.
తెలంగాణలో సుమారు 50 లక్షల భూమిలేని బీసీ కుటుంబాలు ఉన్నాయి.
వారికి ఈ పథకాల ద్వారా ఒక్క రూపాయి కూడా అందడం లేదు.
అయితే వారు ఎలా ఎదగాలి?
ఇదే అసలు ప్రశ్న.
పారదర్శకత లేకుండా సంక్షేమం అర్థరహితం
మా ప్రధాన డిమాండ్లు:
• సంక్షేమ పథకాలలో కులవారీ డేటా విడుదల చేయాలి
• ఎవరికెంత లబ్ధి అందిందో వెల్లడించాలి
• ఆ లెక్కలకు ప్రభుత్వం సమాధానం చెప్పాలి
సమానత్వం అంటే భూమి ఎక్కువ ఉంటే ఎక్కువ భూమి లేని నిరుపేద చేతి వృత్తులవారికి సున్న అనేది సామాజిక న్యాయం కాదు
కామారెడ్డి హామీ—అమలులో వైఫల్యం
ఎన్నికల ముందు ఇచ్చిన హామీ:
• ప్రతి సంవత్సరం ₹20,000 కోట్లు
• ఐదు సంవత్సరాల్లో ₹1 లక్ష కోట్లు
వాస్తవం:
• గత రెండు సంవత్సరాల్లో ఖర్చు: కేవలం ₹5,000 కోట్లు
ఇంకా ₹20,000 కోట్ల ఫీజు రీయింబర్స్మెంట్ బకాయిలు ఉన్నాయి.
ఇది విద్యార్థుల భవిష్యత్తును ప్రభావితం చేస్తోంది.
ముందున్న బడ్జెట్—మళ్లీ అదే గారడీనా?
మళ్లీ భారీ కేటాయింపులు ప్రకటించే అవకాశం ఉంది.
కానీ ప్రజల ప్రశ్న ఒకటే:
“ఈసారి నిధులు నిజంగా విడుదల అవుతాయా?
లేక మళ్లీ అంకెల గారడీగానే మిగిలిపోతాయా?”
ప్రభుత్వానికి స్పష్టమైన సూచనలు
• ఆడంబరాల ఖర్చులు తగ్గించాలి
• ప్రచార వ్యయాలను నియంత్రించాలి
• ఆ నిధులను బీసీ సంక్షేమానికి మళ్లించాలి
• రైతు పథకాల కోసం అప్పులు తెచ్చినట్లే—బీసీ సంక్షేమానికి కూడా నిధులు సమకూర్చాలి
మా డిమాండ్లు
1. బీసీలకు కేటాయించిన నిధులు 100% విడుదల చేయాలి
2. జ్యోతిబా పూలే సబ్ ప్లాన్ అమలు చేయాలి
3. బీసీ కార్పొరేషన్లకు కనీసం ₹50,000 కోట్లు కేటాయించాలి
4. స్వయం ఉపాధి పథకాలను పునరుద్ధరించాలి
5. కులవారీ లబ్ధిదారుల డేటా విడుదల చేయాలి
6. జనాభా నిష్పత్తిలో బీసీలకు బడ్జెట్ వాటా ఇవ్వాలి
బీసీలను కేవలం ఓటు బ్యాంక్గా ఉపయోగించడం ఇక ఆగాలి.
బడ్జెట్లో న్యాయం జరగకపోతే—
“తెలంగాణ రైజింగ్ 2047”, “3 ట్రిలియన్ ఎకానమీ” వంటి లక్ష్యాలు బీసీలకు అర్థరహితంగా మారిపోతాయి.
ఇప్పటికే ఆర్థిక అసమానతలు పెరిగాయి.
బీసీలు ప్రభుత్వ తాయిలాల మీద ఆధారపడే పరిస్థితి ఏర్పడింది.
బడ్జెట్లో అంకెలు కాదు,నిజంగా నిధుల విడుదలే వారి భవిష్యత్తును నిర్ణయిస్తాయి.
బడ్జెట్లో బీసీలకు వాటా ఇవ్వడం ఉపకారం కాదు—అది వారి హక్కు.
కేటాయింపులు చేసి విడుదల చేయకపోవడం..
ప్రకటనలు చేసి అమలు చేయకపోవడం…
ఇది పరిపాలనా వైఫల్యం కాదు, ప్రజలను మోసం చేసే రాజకీయ ధోరణి.
ఇక ప్రశ్న ఒక్కటే—
బీసీలు మళ్లీ మోసపోతారా?
లేక తమ హక్కుల కోసం సంఘటితంగా నిలబడి చరిత్రను మార్చుతారా?
నిధులు అడుగుతున్నది కాదు—
తమ హక్కు, తమ వాటా, తమ గౌరవం కోరుతున్నారు.
